Here’s what my few years of high school and college Spanish make me think that the sign says:

“Public assistance fraud is against the law.

If you know someone who is illegally obtaining public assistance, call this number.”

Here’s my translation of the meaning that the poster has into Conglomerate and Conglomerate-Supportive Speak:

“We’re accusing Lena of bilking the public assistance system, even though we hack her bank account and watch every financial transaction that she makes and we know  that she is impoverished.  We’re going to try to make people think that she’s lying about the segment of the NBC Nightly News Hour called “Making A Difference,” and we’re going to try to make people think that taking naked video of her that she doesn’t want taken and showing it to people is what she deserves for her lies about Making A Difference.”
